This is the policy for tuition waivers for senior citizens in the state of Maryland.


(Approved by the Board of Regents, November 30, 1989)
It is the policy of the University of Maryland System to
extend special privileges, where practicable, to senior citizens
who are residents of the State of Maryland. The term "senior
citizen" includes any individual who is sixty years of age or
older, who is retired and whose chief income is derived from
retirement benefits,and who is not employed full time.
Privileges to be extended to such individuals shall include,
subject to certain conditions, waiver of tuition for
undergraduate and graduate courses, use of the libraries, and
such other privileges as individual institutions shall determine."

"Senior Citizens

For the purpose of administering this waiver, “senior citizens” are defined as Maine residents who are, or will become, 65 years of age during the semester for which they are requesting the waiver.
The Board of Trustees authorizes the waiver of tuition for senior citizens who register for undergraduate courses on a credit basis at any unit of the University of Maine System.  Applicants must establish financial need."

In searching for an exact statute concerning tuition waivers for senior citizens in the state of Louisiana, I have been unable to locate it.  However, I will continue to look and update this entry when I can locate it.  Here are a list of all colleges, universities and community colleges in the state.  Not all instituitions may have senior citizens waiver or discounts including some of the ones listed below.  Colleges that I found a direct indication that they provided discounts or free tuition has a link underneath the college.

Update:  Concerning RS 17: 1807
"§1807. Persons over fifty-five; exemption from tuition; fifty percent reduction in cost of textbooks

A. Any person age fifty-five years or over who registers for one or more courses of instruction at a public college or university in this state and who is a resident of this state shall be exempt from the payment of tuition and other registration fees and shall receive a fifty percent reduction in the cost of textbooks, reference books, manuals, and other aids to instruction which are required by any course in which such student is enrolled when purchased from a public college or university operated bookstore.

B. Any funds lost to any public college or university as a result of this Section shall be reimbursed to the college or university by the state.

C. The tuition exemption and reduction in textbook costs provided in this Section shall be provided only if and to the extent that there are sufficient funds appropriated by the legislature to reimburse the public college or university granting them.

This is the statute concerning college tuition waivers in the state of Kentucky.

" 164.284 Waiver of tuition and fees for person sixty-five or older -- Conditions.

(1) When any person sixty-five (65) years of age or older, who is a resident of the Commonwealth, is admitted and enrolls as a student in any state-supported institution of higher learning in this Commonwealth, the board of trustees of the institution or other appropriate institution officials shall waive all tuition charges and fees for such student, except as provided in subsection (2) of this section.

(2) In the event that classes are full or the granting of free admission requires additional units, the institution may deny admission under this section.

Sec. 1. As used in this chapter, "commission" refers to the state student assistance commission (as defined in IC 20-12-21-4).

Sec. 2. As used in this chapter, "institution" means a state college or university that is supported in whole or in part by appropriations made by the general assembly, including any branch campus operated by a state college or university.

Senior citizen

Sec. 3. As used in this chapter, "senior citizen" means an Indiana resident who:

(1) is at least sixty (60) years of age;

(2) has graduated from high school or has received a:

(A) general equivalency degree; or

(B) state of Indiana general educational development (GED) diploma under IC 20-10.1-12.1;

(3) is retired; and

(4) is not employed on a full-time basis.

Duties of institution; tuition waiver

Sec. 4. (a) Except as provided in subsection (c), an institution shall:

(1) admit a senior citizen to any scheduled course where there is space available; and

(2) grant a waiver of the tuition assessed for the course as provided in subsection (b).

(b) The amount of the tuition waived under subsection (a) shall be equal to fifty percent (50%) of the in-state tuition assessed for the course by the institution.

(c) An institution is not required to do the following:

(1) Allow a senior citizen to enroll in a degree granting program, unless the senior citizen meets the admission standards of the institution.

(2) Permit the full-time equivalent enrollment of senior citizens for whom tuition has been waived to exceed two percent (2%) of the institution's undergraduate full-time equivalent enrollment.

(3) Waive a senior citizen's tuition for more than the equivalent of nine (9) semester hours per semester.

(4) Waive fees for self-supporting programs, applications, registration, or laboratory work.

Senior citizens tuition fund

Sec. 5. (a) The senior citizens tuition fund is established to provide full or partial reimbursements to institutions for the amount of tuition waived under section 4 of this chapter.

(b) The fund shall be administered by the commission.

(c) The expenses of administering the fund shall be paid from money in the fund.

(d) The treasurer of state shall invest the money not currently needed to meet the obligations of the fund in the same manner as other public funds may be invested.

Reimbursement to institution

Sec. 6. (a) An institution may receive a reimbursement from the fund for an amount equal to:

(1) the amount of total tuition waived under section 4 of this chapter; or

(2) if the amount in the fund is insufficient to cover the tuition waivers for all of the institutions, a pro rata reduction of the amount of total tuition waivers based upon the number of senior citizens for which the institution provides tuition waivers compared to the total number of senior citizens who participate under this chapter statewide.

(b) To receive a reimbursement under subsection (a), the institution must apply to the commission, on forms provided by the commission, for the reimbursement.

Comprehensive report

Sec. 7. (a) In addition, not later than thirty (30) days after the end of each semester (or its equivalent if the institution does not conduct its academic year on a semester basis), each institution shall provide the commission and the commission for higher education with a comprehensive report detailing the extent to which the institution participated in the senior citizen tuition exemption under this chapter.

(b) The report must include the following information:

(1) The number of senior citizens who qualified for a tuition exemption.

(2) The courses in which the senior citizens enrolled.


(3) The number of semester hours (or its equivalent) taken by senior citizens under this chapter.

(4) Any other pertinent information required by the commission.

Offering other educational opportunities not prohibited

Sec. 8. This chapter does not prohibit an institution from offering other educational opportunities that are not covered by this chapter to senior citizens at no charge or at a reduced charge.

Sec. 0.01. Short title. This Act may be cited as the Senior Citizen Courses Act.

Sec. 1. Definitions. For the purposes of this Act:

(a) "Public institutions of higher education" means the University of Illinois, Southern Illinois University, Chicago State University, Eastern Illinois University, Governors State University, Illinois State University, Northeastern Illinois University, Northern Illinois University, Western Illinois University, and the public community colleges subject to the "Public Community College Act".

(b) "Credit Course" means any program of study for which public institutions of higher education award credit hours.

(c) "Senior citizen" means any person 65 years or older whose annual household income is less than the threshold amount provided in Section 4 of the "Senior Citizens and Disabled Persons Property Tax Relief and Pharmaceutical Assistance Act", approved July 17, 1972, as amended.

Sec. 2. Each public institution of higher education shall permit senior citizens accepted for admission to enroll without the payment of tuition in regularly scheduled credit courses, other than credit courses designed specifically for senior citizens, provided that available classroom space exists and tuition paying students enrolled constitute the minimum number required for the course.

Sec. 3. Nothing in this Act shall preclude public institutions from requiring fees, other than tuition, subject to approval by the institution's governing board, for individuals attending credit courses pursuant to waivers granted under this Act.

*Senior citizens that are 60 and older can apply for a CSI gold card through the Office of Aging. Using that card they can apply for credit only classes tuition free.  Senior are responsible for all other fees and non-credit classes.  They are also responsible for cost of books and supplies.

*Residents 60 and over can take credit courses for 50% of normal tuition. Non-residents 60 and over can take credit courses for 50% of normal non-residents tuition.  Fees for non-credit, materials, books, and fees are full price.

Fill out the form according to the instructions. When you pay your registration charges, you will need to show the cashier your driver‘s license, birth certificate, or other proof of your age.
